Electives by Quebec Trainees
QUEBEC
INTER-UNIVERSITY
ROTATIONS
There are two types of rotations possible
within the Quebec university network: inter-university rotations
of less than 12 months duration (trainees remain based and paid at their
home school) and "carte mobile" which is 12 months
or longer in duration (trainees are based and paid by the host school). Inter-university rotations to
other Quebec faculties are available at: Université de Montréal,
Université Laval and Université de Sherbrooke.
Please note that this applies ONLY to
clinical rotations, and not to formal courses given by those
universities. All other courses taken outside of the Faculty of
Medicine of McGill University are the responsibility of the trainee who
applies and registers in those courses which are taken outside of their
residency program.
1) ELIGIBILITY FOR
ROTATIONS TO OTHER QUEBEC UNIVERSITIES
a) Residents: These rotations must meet
the pedagogical requirements of the program as approved by the program
director. Only exceptionally are inter-university rotations done at the
beginning of training.
b) Super Fellows: Trainees registered and
completing a fellowship at McGill University should normally complete
all the training requirements at McGill University. In exceptional
circumstances, an elective rotation at another Quebec university may be
approved with the explicit authorization of the Program Director and the
Associate Dean.
The evaluation regulations and forms of
the host university are used during these rotations.
2) PROCEDURE AND
APPLICATION
1. To apply for an inter-university
rotation, the resident must make a formal request to his Program
Director. Arrangements are then made between the Program Director and
the "host" university Program.
2. Once preliminary approval is obtained,
the Program Director's office emails the faculty residency coordinator
(email should include rotation title, rotation site and rotation dates).
3. At the same time, the trainee
submits a rotation request via the CREPUQ system (click
here for instructions).
4. Once the request is in the CREPUQ
system, the faculty residency coordinator approves the rotation on
behalf of the "home" university and submits it to the "host" university
for approval.
5. Once the rotation is approved by the
"host" university, the faculty residency coordinator emails the Program
Director’s office, who then confirms the inter-university rotation to
the resident.
Residents must ensure that they have received confirmation from their
Program Director prior to arriving at the new site, to ensure that they
are covered to perform the required medical acts. Trainees who arrive
at a "host" university without prior approval will be returned to the
"home" university.
The faculty residency coordinator must receive the request at least
three (3) months beforehand. Requests made with shorter notice may
be refused.
Trainees can also request a "carte mobile", which allows a resident
already registered in a training program in one faculty of medicine of
Quebec to apply for training in another faculty of medicine of Quebec in
order to complete a one year required rotation as part of an associated
complete program or to encourage inter-faculty exchange.
To apply for a "carte mobile", the trainee must submit a written request
to his Program Director, which must include details of the pedagogical
plan for that year of training. The letter needs to be discussed at the
Conférence des vice-doyens des facultés de médecine (CVDFM) to obtain
approval.
3) REMUNERATION
In the case of inter-university
rotations, the home faculty will continue ensuring the resident's
salary.
While on a "carte mobile",
remuneration is the responsibility of the host hospital who, in turn,
will bill the RAMQ according to the usual procedure. Please note
that in the case of Fellows, funding will continue to be provided by the
approved sponsor, since the stipend is not paid by the RAMQ (Régie de l'assurance
maladie du Québec).
4) ADMISSION
The admission criteria are those of the
host faculty. The resident must be included in the pedagogical quota.
Residents on "carte mobile" for one academic year may register at the
"host" university. The evaluation guidelines and forms of the "host"
faculty are used during these rotations.
5)
VACCINATION/IMMUNIZATION POLICY
A record of vaccinations and
immunizations is obligatory for all students/trainees accepted in
McGill's residency/fellowship programs. Trainees are required to have a
health care provider (nurse or physician) complete this document on
their behalf. The
document which is required upon admission is the
Immunization
Record.
TRAINING OUTSIDE QUEBEC
Training can be taken outside of the Province of
Quebec. Within North America, training can be done in university and affiliated programs
approved by the Royal College, the College of Family Physicians of
Canada or the American Medical Association. Training can also be
undertaken outside of North America, and may be recognized by the Collège des médecins du Québec and by the McGill University programs.
Requests for credit for training done prior to admission to McGill
should be submitted in writing to the Associate Dean's office 3 months
in advance and be accompanied by supporting documents. A letter of
recommendation for credit towards the residency training program from
the Royal College submitted by the Program Director to the Associate
Dean for approval will be acceptable.
As of July 1, 2002, some of these
rotations may be remunerated, in accordance with article 2.1 of the
Resident Collective Agreement. Please
consult the FMRQ for details.
NON-ACCREDITED SITE
ELECTIVES
An elective is defined as a discretionary
non-mandatory component of resident training. There is now an extra step
for electives completed in the USA (please see below). The
following guide can be a useful tool when planning an elective outside
of North America:

A rotation undertaken in
a non accredited setting in Quebec or outside of Quebec can occur and be recognized by
the Collège des médecins du Quebec (CMQ) under the following conditions:
1. The total duration of
rotations in non accredited sites must not exceed: three (3) months for
trainees registered in a specialty, and one (1) month for Family Medicine trainees.
2.
Rotations in a non accredited setting can be approved by the CMQ only if
a minimum of one-half of the residency program was completed
satisfactorily.
a) For a two-year family medicine program, a non accredited site
rotation cannot be approved during the first six months of training.
During the second half of the first year, a non accredited site rotation
can be approved on the condition that the trainee has first completed
three months in a Family Medicine Unit (FMU).
b) For core programs in Pediatrics and Internal Medicine, a non
accredited site rotation can be approved after 18 months of training.
3. Trainees registered and
completing a Fellowship at McGill University should normally complete
all training requirements at McGill University. In exceptional
circumstances, an elective rotation at another university outside of
Quebec may be approved with the explicit authorization of the Program
Director and the Associate Dean.
4. The CMQ
"Request for a
Rotation in a Non Accredited Site" form needs
to reach the Associate Dean’s office three months prior to the
elective.
The Postgraduate Office needs to obtain approval from the CMQ so that
the resident receives credit for his/her training in a non-accredited
site. Late requests may be refused.
5. This elective period needs to
be recognized by the Program Director and Associate Dean as acceptable
in the fulfillment of residency training requirements for the
discipline.
6. Trainees will be supervised and
evaluated according to the University’s Evaluation and Promotion
Guidelines, and will ensure that a rotation in-training evaluation form
is completed and submitted to the Program Director upon completion of
the rotation.
7. The resident should not finalize
travel and accommodation plans until the elective is approved by the CMQ.
8. For electives in the USA:
Once approved by the CMQ, the trainee needs to apply for a Category A ST
(Short-Term Training) Statement of Need in order to obtain a J-1
Visa. Please go to our

9. Trainees should be advised that
it is possible for residents to remain remunerated by the RAMQ for
rotations undertaken in
a non accredited setting outside of Quebec,
providing the CMQ approves the request as a rotation which has limited
availability or which is not available in Quebec.
10. Trainees completing "formation complémentaire" may complete non-accredited site rotations as long as
they did not exceed the maximum allowable time during their residency
(see point 1 above).
11. During this time, medico-legal
coverage is available for rotations undertaken anywhere in the world, if
approved by the CMQ, even if approved without remuneration.
